With over 18 years' experience in the area of planning and environmental law, Ryan has extensive experience in the Land and Environment Court, particularly in its Class 1 jurisdiction (planning appeals).

Ryan has a strategic and commercially based approach to his clients’ planning and environmental matters. He employs a solution-driven methodology to resolving his clients’ issues, aiming to keep them out of Court where possible.

Ryan believes that successful development involves a whole-of-development approach and an understanding of the strategic goals of his clients.  He works hard to understand these goals early in the client relationship so that both parties are working towards the same end. Through his tested approach, Ryan is able to effectively represent his clients’ interests in negotiating with all levels of government authorities to achieve the best possible outcome.

Ryan is aware of the challenges of developers in producing high-quality development and of the competing political, economic and social issues faced by property developers and landowners.  He strategically adapts his approach to each matter accordingly.

Ryan prepares and conducts Land and Environment Court appeals in respect of the full spectrum of matters litigated in that jurisdiction, including single dwellings, subdivisions, large-scale subdivisions, large retail and commercial development, complex re-zonings, and high-density residential redevelopment.

Throughout his career, Ryan has demonstrated an ability to carry out his work in a timely and competent manner. It is because of this skill that Ryan has a long standing group of clients that return with repeat work. 

As part of the Planning & Environment team, Ryan works closely with Gary Green and Joshua Palmer. In local government matters, Ryan enjoys collaborating with Kim Probert and Roslyn McCulloch.   

Experience

  • Acting for developer in the redevelopment of a prominent Kings Cross site for adaptive reuse of an existing building. 
  • Acting for developer on large-scale seniors living development at Wahroonga in the  Ku-ring-gai Council area and subsequent rezoning of that site for residential redevelopment. 
  • Advising developer for establishment of a 60,000 burial plot cemetery at Greendale, determined by way of approval by the Sydney West Joint Regional Planning Panel.
  • Advising developers as to necessary steps to “physically commence” development and assistance in achieving same.
  • Providing due diligence advice and pre-DA lodgement advice in relation to large-scale residential redevelopment and mixed use development. 
  • Acting for developers in respect of high-end single residential dwellings.
  • Significant experience in the Land and Environment Court’s “quick stream” section 34AA process.
  • Advising developers on regularising unauthorised development, including applications for Building Certificates and Class 1 appeals, most notably in the case of Bocce v Woollahra Municipal Council (No.3) [2013] NSWLEC 1249.
  • Significant experience in advising in respect of ecologically sensitive development, native vegetation, threatened species and flora and fauna issues.
  • Preparation and advice in relation to voluntary planning agreements.  
  • Advising in relation to heritage and heritage conservation issues.
  • Advising developers and objectors in relation to development applications, modification applications and planning proposals, physical commencement of development and voluntary planning agreements. 
  • Advising in relation to land with aboriginal and archaeological significance. 
  • Advising on staged and concept development applications. 
  • Advising on complex land contamination and site remediation matters. 
  • Acting and advising on the negotiation to purchase a significant Church site for a private developer. 
  • Acting and advising on the redevelopment of a 4 lot consolidation site in the City of Sydney for a boutique hotel and residential development. 
  • Development issues relating to licensed premises (bars, hotels and clubs)
